As @SonTran has mentioned, if you turned UAC completely off this prompt would definitely go away. So likely you have not done this properly or there is some group policy higher level that is keeping it on.
If this does not stick then you need higher level permissions or you need for your user to be setup as "Local Administrator".
To set your user as a local admin here are some steps:

If neither of these work you could let SAP run as a user and not as an administrator.
If none of this works it's still UAC but you just need an IT person to help you with the user profile. That message is 100% related to UAC settings whether they are local to the user or inherited by the domain.

This behavior is from Windows.
You can turn off UAC or ask for help from IT guy.

To investigate this issue further, please perform clean reinstall of server tools using attached SAP note 2788059 and check issue again after this.
