Migration to S/4HANA: the customer has an activated IS-OIL module in ECC

I've been asked to look at some technical focus areas for a customer, for their upcoming move from ECC to SAP S/4HANA in the near future. One question that I would love to have some input on is this:

- the customer has activated the IS-OIL module a very long time ago, but they are not using any of its functionality (neither in business processes, technical structure or MasterData input). What will this mean in terms of moving to S/4?

Can we still use a pure migration approach to S/4HANA? Or does the activated IS-OIL module mean that the customer needs to take a Greenfield approach and start from the beginning?
