Field label not changing in customer master after making change CMOD

I made a change to the label and heading in Data Element KATR1 using CMOD. I was able to make the change however the change didn't reflect in the Customer Master. (Screen shot #1)

KVGR1 Data element was change back in 2007. At one point this worked in our system. However now it doesn't appear to work. (screen shot #2)

Any expert know why? Is there a user exit or note that needs to be implemented?

Try to activate dynpros which contain the field reference using SE51.
