Where we maintain minimum quality score for characteristics?

I found this when, I maintain Q-score procedure 03 (i.e. minimum quality score for characteristics) in material master. System is taking minimum quality score for characteristics = Highest quality score (which is maintained at client level). Refer the attachment.

My question: Is this right?
