This is a very basic question and you can find so much data if you can google it. Still for your understanding i am explaining.
Planning time fence comes into picture when you are using a firming MRP type. If you have given a planning time fence of 10 days, during the MRP system will not change any procurement proposals within the first 10 days from the MRP run as this time is fenced.
If any new requirements are there in that period system will try to adjust them in the future period or it will not create any new proposals based on the MRP type used by you such as M1, M2, M3, M4/P1,P2,P3,P4
