Your can start your journey here.

The requirements may have changed over the years, but it used to be that you needed a minimum of 1 sales person, 1 technical consultant, and 1 accountant, all certified for SAP Business One.

If you are interested in addon developement / sales only, you can also talk to an existing SAP Partner, and make some sort of freelance contract with them.
