How to restrict job relationship picklist values at manage positions?

There is no functionality to do this in EC. The only thing that you can do to restrict users saving data with picklist values of this type, is via raise message rules. Please check this KBA 2783988 - Can I Hide Certain Values in a Picklist via RBP or Business Rules? for more deails.
