Error Incase Sum of total no.of Goals Weights crosses 100%

How do I achieve the below within Performance Form

Here, employee is allowed to add Min-3 goals and Max 5 Goals in 'Goal' section.

Sum of all Goals weightage should not be more than 100%.

Example: Incase of 3 Goals : It should like below.

• Goal 1 Weightage= 40%, Goal 2 W=40%, Goal 3 W= 20% - 40+40+20 = 100% . So allow to send the form to next step.
• Goal 1 Weightage= 40%, Goal 2 W=40%, Goal 3 W= 30%. 40+40+30 = 110%. Do not allow user to send to next step. Display an error message on Submitting the form. or while saving the 3rd goal.

and Is it possible to show an error with in Goal template (I mean outside PM form) also (Eg: while saving the 3rd goal in this case) ?
