Can we edit this performance form warning message?

Hi all, 

Hoping someone can assist. Currently if someone has a performance form open and their goal plan doesn't add up to 100% then the system pops up with a warning (example below) when they attempt to send it on. 

I believe the KBA article refers to how to set it up as a warning or error and what the threshold is to trigger the warning.

In our current system process, there is one specific group that fixes this issue when it arises, and so I'm wondering if it's possible for us to customize this message to note exactly who to reach out to for quick resolution. Is this possible? And if so how do we go about it!
