Can you make reports available for HRBPs only (not managers) in LMS?

Is it possible to provide HRBPs (maintained as alternate supervisors) a custom report in LMS, without providing it to Managers at the same time?

Not possible.

But alternate can be give limited Learning admin access to HRBP where they can only view reports and basic user and item data.
