For Mexico, in SAP SuccessFactors Employee Central we support only CURP ID card type and has it's validation.

There is already National ID Validation for Mexico National ID card mentioned in this handbook page: https://help.sap.com/docs/SAP_SUCCESSFACTORS_EMPLOYEE_CENTRAL/c18eb6c8febd4d7c924db8a257ce940d/3f7e5... 

In case your requirement is to have Voting Card and Passport number added you can create new national ID card types for Mexico and use Business Rules to add your own validations:
