At Emergent, we are using #1 above but GxP is our main customer. We recently have had sporadic eSignature authentication issues with a small percentage of learners and 2 part eSignature authentication is not available in SF (instructor and learner signs off). In regards to the 2 part authentication, we had a survey solution for the On-the-Job (OJT) item with tasks but SF is NOT functioning as designed when completion of surveys are required for item completion. It works fine with non-task items.

We use it with the #1 scenario, we use it for both, but due to all of our Compliance based training (GxP, OSHA, SOX, etc.) it is validated and Corporate has to do e-signatures as well; with the exception of our ILT courses.
We also have been having sporadic e-signature authentication issues with some of our learners.

Scenario 1. We use SF Learning for both GxP and non-GxP training. We have e-signatures enabled by default, but we will sometimes turn it off for specific non-GxP items. Our e-signature customization uses Microsoft Azure Active Directory. Fortunately, we have not had issues except when our users try to enter their e-signature when they are not connected to the network by VPN. Although our SSO login authentication does not require VPN, the LDAP connection that our e-signature customization uses does require VPN connection. We have had users report they could not successfully enter their e-signature when the problem was that they just needed to connect to VPN and try again.

We utilized the system per #1.
We do not require 2 part e-signature authentication; instead, we kept out process straight forward and simple - instructors and learners sign the attendance sheet, which then gets recorded by the local site admin; admin needs to enter their admin e-signature PIN to authenticate; archive the sign-in sheet.
