Yes. After annual upgrade your should get full extract. We received full extract after this upgrade but we have issues with the delta file missing records. We have an open case with SF to fix now. If your database is not is not in the same time zone you should audit the data as we keep having issues as our data is PST and SF has everything UTC. When they scheduled the extraction without taken this in to consideration we have missing records daily.
