Adapt UI manage and save as button not available

Hello,

The buttons to save and manage application variants are not available in the Adapt UI functionalities:

We have assigned the SAP_UI_FLEX_KEY_USER to our users.

In the /UI2/FLP_SYS_CONF transaction, we have added the KEYUSER_APP_VAR_CREATE and set it to true.

We a re on S/4 Hana 2020 SP1, and this is our DEV environment, open for transports, and the extensibility configuration like ATO_SETUP, configure software packages has been done.

We are not seeing anything strange in the developer console of the browser, do you have an idea of what could be missing?

So this is the behaviour we have for all apps including standard ones, the Adapt UI button IS there:

We just don't have the reset and the ... that has the manage button underneath, as we are supposed to have, like this:
