Delivery Block Reverting To Previous Value After Updating/Saving

Hi all, DISCLAIMER: I am not an SAP Programmer - I am a user and hoping to see if anyone out there is familiar with this issue and can help.

Using: SAP GUI PR-1
Issue:
When removing/changing the Header Delivery Block (VBAKLIFSK) in VA01/VA02, some established users are randomly experiencing the Delivery Block reverting to a previous value upon saving their order.

Example: At 10:56am, a value of "CS" is added to the Delivery Block on an order. The order is saved. Later, the user goes into the order and removes the "CS" block so the order can progress and the delivery created. Days later, the order is not yet shipped, so the user looks at it in VA03 and notices the Delivery Block still shows "CS". Upon checking in the Environment>Changes, the actual removal of "CS" was recorded at 12:45pm but the actual delivery block field did not indicate the removal of the value. However, the user removes "CS" AGAIN, and saves the order, and this time, the field is actually updated...

Question:
What would cause a Delivery Block to be recorded as having been updated, but the value in the Delivery Block is not *actually* changing?
