How to create webservices (SOAP and REST) in dev tenant that should work for multiple tenants?

Dear colleagues,

I have a requirement from a customer to build a solution in their development tenant which will involve the use of REST and SOAP webservices and this solution will be then deployed to multiple test and productive tenants.

The webservices require communication systems, scenarios and arrangements to work and the host name (url of the tenant) is different for each tenant.

However when deploying a solution to a test/productive tenant the host name (url) in the arrangement is not changed to the respective tenant's url.

Does this mean that I have to create as many Communication systems, scenarios, arrangements and webservices as the number of test and productive tenants and put conditions in the code based on the current tenant's URL or there is a better way to do this?
