GetInstanceProperties finishes with return code 1.

Hi ,

We are installing diagnostic agent. while installing sapinst is hanging up at step "setup diagnostics Agent instance" and in the logs it is showing below log,

GetInstanceProperties" finished with return code 1. Output: 02.10.2017 10:38:42 GetInstanceProperties FAIL: NIECONN_REFUSED (Connection refused), NiRawConnect failed in plugin_fopen()

Please suggest.
