What is the option you select for SAP Product in the main SWPM screen?

From SWPM guide I could see the below if this match your product.

SAP S/4HANA Server 1909 (based on SAP S/4HANA Foundation 1909)

Note: For the sake of simplicity, in the following we abbreviate this product as ABAP Platform 1909

If so you might want to refer to SAP S/4HANA 1909 (INSTALLATIONS AND UPGRADES) for the installation export under "INSTALLATION (AUTOM. DOWNLOAD)".

Have a look at note 2794268 - ABAP Platform 1909 – General Information.

ABAP Platform 1909 is not shipped as a standalone product. ABAP Platform 1909 is the foundation for SAP S/4HANA and shipped as part of SAP S/4HANA 1909.
