Now in relation to the scenario and the description that you have provided you mentioned the following:

Ok now firstly from a high level perspective surrounding the UWL itself, indeed you can make certain changes and tailor the UI to a business preference. However with this in mind there are certain limitations as to what can be achieved.

Now regarding the UWL screen itself and "adding/removing/changing" buttons the first point of reference here is that of

In terms of the buttons themselves and using SAP KBA: 1577579 - Facts and limitations about Substitution in the Universal Worklist (Find properties here) as a basline.

• The "Manage Substitution" action button you see is an Action triggered by UWL.
• Action name is "launchSubstitutionManager".

Additionally these How-to guides describe how you configure and customize the Universal ..... in 'uwl.standard' configuration and copy it into your custom xml file inside of.
