Is there any need to use below app after importing transport related to Tax code?

The "Import Tax Codes after Transport" app is only needed for US and and only for specific cases (see SAP Help).

The tax code/rates that you create or change with configuration activity "Define Tax Codes for Sales and Purchases" (ID 101016) are always imported automatically. You only have to import the request with the tax code/rate changes to the respective system.
