List Report Variants and Layout at Plant Level

Dear Experts,

We have a requirement where the List Reports (IW38, IW28 , IW47, IL05, IE05 etc) variants and Layout needs to be set at Plant level, so that the user belonging to that Plant can see the variant and Layouts.

Also there is another requirement. The users do not want to select the variant manually, the report should open automatically with the variant as soon as the execute the T-code

Is there a standard way of doing it?
