I'm getting an error: Mass Update service cannot connect to CPI when running SAP_COM_0177.
How can I solve it?

Please go to app Assign Recipients to Users and check if the User is assigned to Namespace: /FINXT and the recipient names as described in the SAP Help External Sales and Use Tax Calculation and KBA 3083519 - Communication management SAP_COM_0177 - Mass Update service cannot connect to CPI .
