ABAP Cloud Development Model & RAP - Availability Version

While reading the extensibility guidance published by SAP in MAy 2023 at - https://www.sap.com/documents/2022/10/52e0cd9b-497e-0010-bca6-c68f7e60039b.html

It is mentioned that -

So, the minimum version to work with ABAP Cloud Development Model and RAP for S/4 HANA Cloud, Private Edition is 2022?

And the minimum version to work with ABAP Cloud Development Model and RAP for S/4 HANA On-Premise is ABAP Platform 2022?

What is different about ABAP Platform for On-Premise systems? Why does SAP call it ABAP Platform?

Based on my knowledge, RAP was ready for Mass Adoption starting with SAP HANA On-premise 2022.

Can someone clarify from the Product team?
