I have a couple of proposals for you:
1. If it pertains to resourcing (head count) related cost and revenue, then the cost should originate from the Manage Cost Rate - Service app exclusively. You can create an additional work package (WBS Element) and maintain a specific cost rate for that work package manually. Similarly, you can plan revenue work package-wise in the Manage Process - Sales app. For actual revenue, you can manually input values in the billing plan.
2. If it does not involve resourcing-related costs, you have the option to manually input both the cost and revenue for the project.
