All component check box in Order Confirmation parameters has no effect in COHV

I have maintained "All components" check box active in OKP4 (Confirmation Parameters) for component consumption.

when I do Confirmation in CO15 the components are getting issued.

But on doing confirmation in COHV the components are not getting issued to production order.

Is this is system behaviour or any configuration missing.

Also I dont want to use back flush indicator in Material, Routing or Workcenter.
