How to enable coding inside an explicit enhancement point?

We have the FM IDOC_OUTPUT_TPSLOC in which there exists an explicit enhancement point  IDOC_OUTPUT_TPSLOC_G2 under the spot  ES_SAPLV56I. However when we try to put a break-point or try to create a new implementation, it throws an error "Breakpoint not set because enhancement impl. MGV_GENERATED_IDOC_OUTPUT_T002 is switched off". How do we turn it on?

Thanks everyone for your inputs. Armed with all the information you supplied, I checked with the Functional consultant and the system owner with this query and they told me that creating an implementation in the Z/Y namespace will create a new implementation which is not associated with the switch and hence will allow me to proceed without affecting any business function.
