Professional services Billing date determination

Our requirement is that the Billing date should always be the current date.

We implemented the following recommendation. This works well when i am creating a billing document or Preliminary billing document referencing a BDR, However if i create billing document from Manage Preliminary billing document app (this app is used because we need to only invoice documents with the status of the PBD is finalized), the billing date is copied over from the PBD (which usually is past date since it was issued on earlier date).The user has to manually set the date to current date. Any suggestions on how this can be overcome?

This is the standard behavior of Manage Preliminary billing document app and user has to always manually set the date to current date.
