Simple authorization question

in SAP HCM, is it mandatory to indicate a transaction eg PA20 to add an infotype authorization? (eg R IT0001) or those are two separate roles

If somebody needs to display HR master data because of her HR Admin duties, then she needs PA20 (P_TCODE) AND Infotype access (Mostly P_ORGIN).

If somebody is not an HR adminsitrator and only needs to have access to a report which reads HR Master data,(for example) then she only needs P_ORGIN and does not need PA20/PA30.
