As per the Enable Now Manager manual, users are able to print a Certificate of completion after they successfully complete a course by clicking on the Certificate link that appears next to the course name.
The Certificate link is not appearing for a cloud customer.
I reviewed the Learner Settings and made sure that JavaScript is enabled, the Pop-up Blocker is deactivated, and all cookies are allowed. I tested this on both Chrome and Edge.
Are there any additional settings that have to be set up in order for the Certificate link to display?

Did the user pass the assignment (not just completed it by displaying every component)? Check the Passed Tests Required % in the Assignment definition.
Make sure all your resources are published, too.
