I agree with Dirk, this error comes up when learners try to open unpublished content.
Please check that you have published all the objects used by this content, all images, templates, etc. Also publish all the resources, just in case. Publishing should take care of it.
You could also check the link and make sure the learner gets the link to the published content. The link in the screenshot doesn't contain the /pub/ or the /~tag/published, so it leads to the unpublished version of the content.
Dirk already mentioned to check the user permissions.
