Is it possible to remove the Public Visibility

Hello Experts,

we had a lot of misunderstandings with the label Visibility: Public.

I see it is possible to change the label, is it also possible to hide this section, for my understanding the Goals are visible in the performance form for the Line Manager. If there is a possiblity to hide this, it would be great.
