Unable to Hide " Create Goal" button in Latest Goal Management. Is it possible to somehow hide?

Is that in GM plan or in the PM form?
The Goal plan locked or Unlocked?
What is the permission for (create) in the goal plan XML in both cases (locked - unlocked)?
