LMS: Manager Sign-Off/Tasks

We are looking for an easy way for a leader to mark a task as complete in the LMS. We have looked as the task checklist, and it is an option, but having our learners assign a observer isn't ideal as the population is largely non-wired/doesn't have easy access to a computer. Other than manually assigning one by one (each one would need leader sign-off) we aren't seeing another easy option. Is anyone doing anything like this today and using a different option? We'd like to keep it in the LMS so it can continue to show as a part of another program.
