Add new language to login launchpad Fiori

I want to add new some language to launchpad Fiori

I use run report RSCPINST(I18n Language Configuration) to add new language

But some language such as 'FA' when I added to list not display in login launchpad Fiori and not working

I think those options are based on the configured system languages which you can find in tcode SMLT.

The language 'FA' have be installed In tcode SMLT.

But still I can't choose in login launchpad
