Can we access CIG directly without logging in Ariba Application?
No, CIG uses Single Sign On from user logged to SAP Ariba application first (and if you have the CIG role), that is why you need to log in first to the solution

Basically CIG is a tool for Buyer side and Ariba network supplier side integrations in your Ariba solution.
Hence it would be correct to access the CIG via Manage->Core Admin->Integration Manager->Cloud Integration Gateway->Visit Cloud Integration Gateway
This will ensure that your are accessing buyer side of the CIG tool.

According to CIG documentation and my experience you cannot access to CIG directly.
You always need to reach CIG from the Ariba solutions for which you enabled it and which provisionned the CIG user during first enablement.
Nonetheless, you can edit the CIG user profile from here using your CIG credentials.
