Global variables set before the Fiori app is rendered

Dear SAP Community ,

We are building a Fiori application , using ABAP restful programming language. Now we have a requirement , where we want to set some global variable before the Fiori app is rendered first from the launchpad , to restrict certain Data to the user , to hide certain tables / Tabs etc etc.

I want to know , how it can be done by writing / initializing some code at the back end side , in abap restful programming language . Also we would like to access these variables , anywhere in the whole cycle flow , to make the appropriate changes in the UI (hiding or disabling fields , tabs , etc).

Is this kind of implementation possible form the backend ?

Or we write the code at UI Side. ?
