To create another users to access the Cloud ALM tenant we need to follow the note:

0003124328 - SAP Cloud ALM Onboarding How-to video playlist

Also, make sure that this user is maintained on SAP Identity Authentication Service tenant as described on note:

0003121352 - How to create and onboard SAP Cloud ALM Users in your SAP Identity Authentication Service tenant?

On the note above have the how-to assign roles to these users.
