How to Enable Joule in Preview

Has anyone been successful in enable joule via customer config? I've read the KBA and the instructions say "Enable Joule". I've not been successful in locating additional detailed instructions outlining how to complete the customer config.

Is Joule required to be turned on somehow in IAS before setting permissions in preview?
