Usually, the person who reported the incident shall only be able to close & confirm the ticket raised by him.
If you want to overwrite this standard behavior, please check SAP Note 2154872 - Confirm button in an incident is greyed for Key User in CRM WEB UI - SAP ONE Support Launc... and modify your role and AUTH objects accordingly.
Also refer this SAP Note 1941641 - AI_CRM_IM_STATUS_BADI does not work for Confirm button - SAP ONE Support Launchpad for reference.
