Better use BADI_QAAT_INSPLOT_CRT_CHECK_PP (former u/e QAAT0001) which can help to naturally skip or change inspection type according to custom logic. That's reply not for topic starter back in 2013 but for future requestors

It seems like user who would like to run someone else's query is supposed to have authorization for query maintenance (S_QUERY-ACTVT = 23). Otherwise other user groups remain invisible for him/her.
