As things continue to heat up with the Public Sector market, we continue to enhance Public Sector Management in SAP S/4HANA Cloud Public Edition, as well as expand the reach of the solution geographically.   New Central Business Configuration capabilities have allowed us to deliver the public sector specific scope items along with the standard LOB scope items.   With the 2402 release, the initial Global Public Sector Management (PSM) scope bundle becomes available for Canada and Germany.   This scope bundle includes 5 public sector specific scope items, along with the LOB scope items to support core finance functionality.   Plans to expand the Global PSM scope to the full breadth and reach of the US PSM scope are on the roadmap for 2408.   Check out the 2402 release in Process Navigator.

The five public sector specific scope items include the unique functionality required for the administration of public and grant funds. 

In addition to the exciting news of the global rollout, other innovations and refinements continue to enhance the solution including:

Manage Earmarked Funds – Forecast of Revenue

Public Sector entities require the ability to effectively manage and consume approved budgets.  Allowable expenditures may be contingent on the receipt of certain revenues.  Previously released Earmarked Funds document types include Funds Reservations, Funds Pre-commitments, and Funds Commitments.   These Earmarked Funds documents allow for the reservation of expenditure budget in advance of expected procurement activity or direct expenses.   Now delivered is a fourth document type – Forecast of Revenue.

Manage Budget Documents – Original Budget
Budget management supports budgeting-based management of funds at public sector institutions where revenues and expenditures are budgeted according to specific criteria, such as area of responsibility, program/function and source of funds. Public sector expenditures are authorized by an approved budget.  Financial transactions are validated against these criteria to ensure compliance with the distributed budget within a state or local authority.  Effective budget management is central and critical to public sector financial management. 

Original budget is used to represent the approved budget in the system.   The ability to upload original budget was previously delivered.   Now original budget documents can be manually created as well.

Improvements in Grant Overview and Budget Consumption dashboards

Embedded analytics are delivered with extensive KPIs to support effective grant and budget management.   The respective SAC stories contain multiple pages of comprehensive data with the ability to filter and sort as business needs require.  These analytics allow specialists and managers to have immediate access to accurate information and trends. Continued enhancements to the dashboards reflect expanded flexibility and features available in the grants and budget management.

  • Enables a budget situation based on workflow status
  • Delivers real-time information about budget allocation and consumption

  • Grants user status capabilities are now visualized on the Status page in the Grants Overview app
  • Principle of Prudence is now available on the Budget Consumption Dashboard by adding a new filter for Budget page
  • Ability to filter the budget data based on the workflow status is now available on the Budget page for the Budget Consumption Dashboard

Ability to create billing plans for grants
One of the most important business processes within Grants Management is the collection of revenues from the granting sponsors. Most grants are managed on a reimbursement basis.   As expenses are incurred, they are appropriately billed to the sponsors.  For this purpose the system supports manual billing and the following automated billing processes: resource related billing based on expenses, resource related billing based on payments, billing plans and periodic billing.

Value Proposition

  • Simplify the grants management billing process
  • Automatically create billing documents for the sponsor using flexible rules to determine billing dates and billing amounts

Capabilities 

  • New Manage Grants Billing Plan app to enable customers to maintain billing plans for grants
  • Ability to freely define billing items by entering flexible billing dates and billing amounts
  • Alternative option to generate periodic billing plans by entering periodicity, billing date rule, and billing amount (for example, billing US$100 every month on the last day of the month for six months)
  • Ability to copy billing items and enter billing dates and billing amounts.
  • After entering the grant, the total billing amount with a Valid From Date and a Valid To Date is copied from the grant into the billing plan.

Monitor Grants – grants management overview page

Use the Monitor Grants Fiori app to visualize key grant monitoring data that can enable the organization to perform efficient and reliable analysis of the grants.

Value Proposition

When you access the application, by default the dashboard displays the visualizations of all the grants. The page also offers a filter tab with the Grant, Grant Type, Status, and Sponsor filters that you can use to filter and view the visualizations on the dashboard, based on the filter criteria.

Enhanced Integration with Concur

Travel expenses can be responsible for a significant part of the budget consumption. As such SAP Concur integrates seamlessly with SAP S/4HANA Cloud, Public Edition for Public Sector to control those travel expenses.  This means that planned or realized expenses check budget and are visible in PSM Commitment and Actual reporting. The budget control checks and updates are triggered by Concur document workflow.

 Value Proposition

  • Enable straightforward integration of travel expenses established in SAP Concur solutions with budgetary and grant accounting processes
  • Make travel-expense accounting compliant with budgetary, fund, and grant accounting regulations
  • Avoid budget overruns through early reservation of budgets
  • Support smooth integration of recording of commitments and actuals

Capabilities 

  • Introduction of an additional value type for expense report obligation in funds and grants management commitment, updating prior to actual posting of expense report
  • Optional reservation of budgets for expected expenditures for travel requests or expense report obligation
  • Automatic reduction of the predecessor commitment by the successor document
  • Active budgetary availability control for commitments and actual expenses
  • Updates to the budgetary ledger
