Does anyone have any idea about this error "No inbound delivery request exists for purchase order" when creating Inbound delivery notification via webservice?

I've tried replicating in TEST but it doesn't get that error.

2779256 - The Purchase Order Reference is not Valid or Does not Exist. Assign the Correct Purchase Order Reference or Cancel the Delivery Notification Item.

I don' think the KBA is not relevant to my issue. I'm not sure where the inbound delivery request is and how to create it.
