'You do not have authorization' when accessing SSCUI 102003 “Define Standard Value Key”

In the Manage Your Solution app , when trying to access the 102003 “Define Standard Value Key” , i get a popup with

You do not have authorization to change the data (only display)

What is the authorization / Business Catalog i need to access the SSCUI?

Please assign the business catalog SAP_CA_BC_IC_LND_PP_MFGMD_PC with Write access set as Unrestricted
