Business Rule - different workflow for one department requesting annual leave

I have written the following rule but only the 1st If condition and the else condition triggers the else if statement doesnt seem to work. Can anyone advise what i have done wrong?

Hi,

Have you assigned the rule into the EMPLOYEE TIME object?

Another way to test is to change the middle rule to be 'If EQUAL TO' then just pick another department for testing purposes.
