Learning Merge Process - standard functionality

I understand that the LMS Merge Process has been available in LMS since the platform was Plateau. This process is when we identify the same person has 2 LMS accounts and should only have one. I have used it extensively before the LMS Admin UI changed when users were classified into Internal (from platform/BizX) and Learning Only users (external users). We stopped using the LMS Merge Process then. We would like to selectively use the LMS Merge Process again but for a smaller group of user accounts.

NOTE - We have IAS switched on for both Platform and Learning. We also have EC Concurrent users set to yes.

Couple of questions:

1. Can the LMS Merge Process be used between the same type of users (merge Internal to Internal users OR merge Learning Only to Learning Only users)?

2. Can the LMS Merge Process be used if EC concurrent users is set to yes (ie an internal user is given a new employee/contractor ID each time they are onboarded)?

3. Has anyone seen any problems with using the LMS Merge Process
