No information pop-up for HR admin perform new hire for internal candidate

After 2nd half release, we have a problem, when our local HR (HR Admin) perform new hire through pending recruits for internal candidates, they got no data displayed in the new hire wizard, only the titles are being displayed.

We had a ticket created, and SAP said we need to enable "payComponentNonRecurring" element in Manage Business Configuration, but we never use it before and will not use it in short-term, how can we fix it?

This issue is related to permissions, the new "Last Crossboarding Date" field is not enabled under Employee Data. So you have to enabled the permission for your our local HR (HR Admin) role and then they will be able to see the missing fields.
