When you say VBFA is empty, it sounds like you are not passing the REF_DOC in ORDER_HEADER_IN and also using the X in the corresponding ORDER_HEADER_INX.
You can use two formats, Excel for forground and CSV or tab delimted file for background... in the code based on sy-batch flip between excel file or csv file.

its hard to say, since your code has most Ztable cannot really make a copy and work on it. You need to figure out .. after refresh_table output table actually would change. so make sure celltab has all the values you like to.
