What eventually worked was redownloading the files and using MDK 23.4.1 with the 2305.0.1 MDK plugins. The MDK compatibility note was incorrect.

Thank you for confirming it isn't yet supported. I wasn't totally sure if it was that or something else on my end. Asking support to disable my universal login allowed me to deploy via VS Code again.
